S5500BC 1-5-4-4 Beep Code, No POST

Hi all,

I have decided to try and build a workstation using a S5500BC server board.
I have 2x Intel Xeon E5540 CPU's with 2x Corair H45 AIO water coolers installed, along with a Cooler Master RS-600-ASAA power supply.
When I attempt to power up the machine all the fans spin up for a few seconds and the 1-5-4-4 beep code sounds.

(1-5-4-4 /Power control failure (for example, power good from the power supply did not respond to power request))

Official documentation states:
"A minimum of 400 W is required. Your supply must provide a minimum of 3.5 A of 5 V
standby current or the board will not boot."

I am hoping that this is a power supply issue and that I haven't bought a dead board (ebay). I can't find a value for a standby current on this power supply and it does not have the Intel Power Supply Auxiliary Connector, which I believe the use of is optional.
Can anyone advise on the next steps that I should take?
