Sabertooth X-79 Bios flash help needed.

Hello, I have a Sabertooth X79 in a new build that i have tried without effort for over a year to boot up. Have read every forum, and anything else to learn what i can to get this board to at least boot up. Understand I can get my way around on a PC, but not savoy enough to figure this out. Did the flash method and changed appendages as instructed but still no boot or video. Does anyone know what I can do and has the patience to help me out to get this working? This is my last try before I throw it in the trash as it appears ASUS has stolen 300 bucks of my money and sold me a bad board.

1. What are the other components?
2. If starting the board with only CPU, CPU fan and single RAM memory installed, is the CPU fan spinning and is there a led that stays red?
