Safe cpu temperature for i5-2520M?

Is an average 67-72 celsius temp safe or good enough for my cpu considering I have a t420s? (Web Browsing and Watching videos)

I have replaced the heatsink with a brand new one but did not seem to make any difference.

I think it is, laptops struggle and try to stay quiet at idle
