Safe Mode Boots To Black Screen

I used a program to take off any drivers for graphics card so I can do I clean install of new drivers and it boots into safe mode and it shows me my operating system information and then just goes to a black screen, with no mouse cursor or anything.

My Specs:
Dell Vostro 260
GTX 970 FTW
i3-2120
Seagate 250GB Harddrive
Windows 7

You obviously removed a driver that you shouldn't have. See if you can do a repair install of your OS, or recover to the last known good syncpoint.

How do I get the last known sync point, it can only go to my BIOS screen.
