Safe mode personalization

Hey guys, so my computer (Windows 7) is in safe mode because the login screen won't let me in. But that is not the problem. The safe mode Windows theme looks like windows 98. How do I make it look normal? Thanks.

i don't think you can, its called safe mode for a reason, its the bare minimum, its intended to be used in emergencies only, to perform repairs.

You can't, and even if you could, the changes would be lost as soon as you logged off or shut down the PC.
