It's safe, yes.

You cannot natively change voltage etc for a 1050TI, so you're only pushing core/memory clocks. It's either stable, or it's not.
MSI Afterburner is my preference (works for all brands, not just MSI) and stress the card watching for artifacting.

Ensure you don't set to launch the profile with Windows though (off by default) as an unstable OC would load in each time. LEave it to manually choose the profile.
