Safe temps for a re-balled GPU?

Hello and good afternoon to everyone, this is my first post at the site even though I've been a reader for a long time there. Today I had a doubt and I tried to google about it, however I couldn't find precise information. The thing is...

I have a Zotac GTX 560 Ti, which died and survived after I sent it to a re-balling service. It works really good now, but I don't use all it's potential because I'm afraid I shouldn't overheat it too much. What would you say would be safe temperatures for my GPU?

I've been searching for custom fans, too, but it's hard (and more expensive) to find them in my country, México. I could buy Arctic Cooling Accelero S3 at Amazon for $35 dollars, I'd have to wait a week and a half for it, but i'm wondering if it would be really convenient, as I'm also thinking about the possibility to try to sell my video card, save those $35 and a little more and get a new graphics card. What would you recommend guys? :)

Yes, it will, any re-soldering will affect the solder joint and it is called inter-metallic layers, which will build up and over time and cause none electrical conductive.

But this is of no problem at all for a consumer electronic device and You will be very satisfied for a long time.

No, I didn't re-ball the gpu by myself, I took it to a place where they provide many services to fix computers, but they're specialists in re-balling, an uncle recommended them.

At the moment the max temp I get is 70°C, but I was worried because I don't know if the new welding made by the re-balling could be "weaker" or something like that.
