"Safe to remove hardware" notification missing (NOT the taskbar icorn)

When I click the taskbar icon to safely remove a USB device, I do not receive the "safe to remove" notification. I'm talking about the notification (use to be a balloon message prior to Windows 10). Under Win 10, it's supposed to be a slide in notification at lower right of screen, which does not appear on my ASUS X02E, which has s totally clean Windows 10 install (I wiped my drive, then installed Windows 10 from scratch). All devices show O.K. in device manager.
 
I have had the same problem intermittently. I seem to think it has something to do with Windows updates. I'm not sure but it has always happened to me whenever Windows has been updating. I can only guess the updates are upsetting something in the system. The next time I have started up Windows the notifications have been working again.
 
I have this problem. I think i once turned this option off and now I can't remember where or how. How do I turn it back on. I did not understand the instruction given above. thanks
 


The problem I had was not seeing any notifications, like new mail or anti-virus update.

Right click on the “Action Center icon” on the taskbar notification area. An option menu will appear with an on/off control for Quiet Hours.

Open “Settings > System > Notifications and actions” and turn on “Show notifications on the lock screen”. Also consider turning on “Show alarms, reminders and incoming VOIP calls on the lock screen”.
