Safe to use Reset Switch?

I have a strange issue of my computer (or I should say motherboard) not being able to restart (such as when I exit the BIOS or restarting Windows) after a CPU change and results in a black screen. As an alternative to holding the power button, powering down, and starting up again, is it safe to use the reset switch or will the turn off and then on of electricity cause damage? Or maybe I just don't know the full concepts of how the reset switch works, but just want to ensure that it's a fune button to use regularly.

My mobo is MSI H81M-E33
CPU: i5-4460
GPU: EVGA 750Ti

If you're resetting your PC from the OS (while you're at the desktop), then nothing you're working on or any changes to your PC may not be saved. If you're resetting from the black screen you were talking about, then you'd be fine.

I don't get how nothing would be saved or stored, or what you mean by that. After I exit the BIOS are you saying nothing will be saved of settings I change?
