Now Im at 4.4 GHz stable with 1.3Vcore (normal chip?) max temps are 78 degrees. I wonder if I can try to go to 4.5 GHz and increase the Vcore. Is it safe to increase the Vcore as long I stay under the 1.35?

Hmm, I don't know if that is true. I learned from LinustechTips Vcore can only affect lifespan if you go past a certain point. I dont know what to believe.
Unfortunately yes, 1.27v for 4.1Ghz is pretty bad. The quality and behavior of these chips is luck of the draw. My i5 4670k at 4.4Ghz is stable at 1.2v, well technically its at 1.212 at full load if you add the offset.
