Safe while defragging Hard Disk?

Is its safe to operate computer while disk is being in defragmentation process (while defragging) because right now I'm defragging my HDD by third-party utility "Defraggler" and Paused the process because I want to know here in the forums. :)

Depend on what you are doing when it defragging. Just don't do anything that required heavy HDD access, surfing the web is fine, making video is not, etc.
For HDD, defrag does help, instead of having a file fragmented, it make the read faster (seq instead of random).
Well for starters defragmenting your disk is not likely to improve performance at all. Unless you are running a database or server the performance gains are most likely negligible. To answer your question, no you should not use your computer while it is in the defragmentation process. You should have all programs closed while it is defragging as well. Any file that is being accessed by another program becomes immovable which defeats the purpose of defragging. Defragging your computer is essentially your computer reorganizing files for more efficient access. If a file cannot be moved you may actually make that particular file harder to retrieve. Once again though you likely will not notice any difference.
 
brick is partially right. its ideal to let it do its thing with nothing open and on.

as far as the negligible improvements.... if your using mechanical hard drive its noticable so i'm not sure why he said that.

You do usually want to run a temp file cleaner like Ccleaner before you defrag. helps not to defrag all that useless stuff.
