Safemode win8.1 wontbootwin8.1

hello to all, well yesterday i was using my pc the people from the light company came and took off the light meter without telling me so the pc shut off forcefully now i am getting this Bad_system_Config_Info i tried booting into safe mode using f8 +shift no luck! i tried running diagnostics from usb with win 8.1 bootable installed but my mobo wont boot the usb it recognizes it but wont boot it its stalls on initializing dmi and dosent go from there.. my question is how can i enter safe mode if the pc keeps on looping after the windows error and sad face?? plz help i dont have a cd rom to install the os....

Check here first and if it doesn't help much register with them and ask for help directly.

Also check here as well, if you could get safemode or automatic repair to boot up once we could see about it doing chkdsk and undoing any registry errors.
