Safest temp for my cpu?

id recomend it to keep under the 61c barrier no higher

as for occing i wouldnt do it on the stock as the stock amd heatsinks are cheap crap

use any of these with mx4 paste and you should have plenty of headroom
round normal temps idle 30c-35c max temp while gaming 45c-50c which leaves you a lil occing room

depending on cooler
Suggestion: Get either Air-cooling or Liquid/water cooling.. The Corsair H100i and Kraken x60 are both marvelous for temps. the Kraken beats the H100i just barely on AMD builds..

Make sure you use all the cooling opportunities possible in your case, guessing you have a mid-tower is average for cooling. I like Full-towers or Ultra-Towers because of the extra space to make it clean and lowest temps. As well as hot-swapping and drive bays
