Saints row 4 lag

i know this a old game but im experiencing lag to 30 fps at times
Cpu Fx 6100 3.7 ghz
Gpu Radeon 7850
motherboard Gigabyte ga 78lmt

What triggers these drops? It could be caused by something as simple as a background process using a bit of CPU, such as an antivirus.
Also, what settings are you on?

im on ultra because it still lags on the other settings while driving gta 5 on medium to high runs better and no i dont have v sync
