Saints Row 4 Low FPS, even updated Graphics Card

Hey so I bought SR4 and noticed that I can only run the game at the lowest settings but I can run SR3 on ultra like nothing. I have updated to the newest beta drivers for ATI and it is still giving me horrible frames, I would really like to play this game but the frames are too frustrating to deal with.

Graphics card - AMD Radeon HD 7970M
Intel Core i7 16 gigs of ram
