same amount of fps regardless of options and resolution

i am having an strange problem and that it i get a very set amount of fps in each game regardless of what resolution or graphics settings i use , if i can get 150fps on ultra and native res i can only get the same amount on very low on a very bad res

i used afterburner to check the temp and usage and cpu and gpu were on 40% most times except for a few spikes to 70-80%

i do have my gpu drivers installed with the game ready drivers also i know that the said game does not have an fps cap unless you set it which i did not


my pc is using i7-7700k with gtx1070oc and z270e mobo

if you can even think of anything that can help me it would be much appreciated

hello rgd1101 , i don't have problems because i'm not getting enough frames since most times the games are running 200+ frames i am just confused as why this is happening

i have a pretty cheap psu and the case says "green 700w GP700A-HP "
the temp is around 70ish for gpu and cpu

oh also sorry i forgot ... i just installed a new windows 10 and it is updated
