same FPS no matter what res [CS:GO]

hey, so i have an i5-2500k with a better CPU cooler (hyper 212 i believe), not overclocked tho since im stupid and am scared shitless to fuck my PC up, but.

i5-2500k, GTX 560ti, i play on all low settings. no matter what res I put CS on (1920x1080, 1280x720, and any 4:3 res like 8x6, 1024x768) i usually get 150-200 fps. theres no difference in 1920x1080 or 1024x768 with black bars (always 150-200).

regardless, i prefer to play 8x6 just because its what im used to, and my monitor will allow 75hz on 4:3 res, so i usually play 4:3 anyways, and prefer 8x6 because instead of having a constant 150 fps like on 1920x1080 or 1024x768, ill have around a 190 constant fps.

anyways, this sorta sucks because i see a lot of cs;go gamers streaming with an i5-2500k and a similar gfx card at 1920x1080 and theyre getting around 200 fps while streaming + running 1080. i get like 100 fps while streaming and running 8x6.

im also only trying to stream @ 720.

anybody have any reasons why they believe -

1) my fps isnt getting any better from 1920x1080 res down to a 4:3 res like 1024x768 black bar?
2) im unable to stream at higher fps while playing at a low res like 8x6, even though some other streamers are using the same CPU as me and able to stream higher FPS at a 1080 res?

am i missing a setting somewhere? or not giving OBS enough CPU resources in task manager? or anything along those lines?

also..CS:GO is a CPU intensive game.
 
Some games are capped at a certain FPS to not make a Grapics card work past a certain amount of FPS. And of course as Adimeister said, you wont notice the change in a 75hz monitor anyway (thou fps is nto "exactly" the same as Hz, but its rather similar.
