Same FPS on High and Low SETTINGS

my pc is having problems running games, i usually run games at 60+ fps for higher end and 100+ for lower end games like CS:GO. But now, my pc seems so slow and i run even low end games at an average 40 fps (low-med settings). then i cranked it up to ultra settings and it got the same fps. Turns out my gpu usage is only 20% in the low-med settings and it was 80% in the ultra settings. How do i make my gpu usage 80% on the low-med settings??

GTX 1060 3GB
8GB Ram
500W Power Supply

Csgo is bound cpu not gpu.
Go to control panel and type power, after it pops up power option, select to high perfomance.

Now download hwmonitor and post screenshot of it and post here however you like, imgbb etc.
