Question Same fps on high and low settings

It doesn't matter what settings i use, i have same fps in games like gta 5, rising storm 2, dishonored 2 etc.

Specs:

As H61M-E
i7-2600k
GTX 1060 6gb
16gb ram ddr3 1333mhz
Deepcool DN650

Also ive noticed that gpu usage is really really low, for example under 50% in gta 5, mostly at 20-30. Is it because of my ram modules which ran on 1333mhz? If its because of that if i buy new mb will it solve the problem?

An "H" motherboard won't allow overclocking so it will be more difficult to improve your CPU performance. Have you looked at CPU temps?

Its under 80, btw i had that problem in gta online, in the story mode usage and fps was fine, but for example in dushonored 2, in some areas it really doesn't matter what settings u have, fps remains almost the same.

Theres jo bottleneck in my system except that low speed ram tho, why do i have to improve cpu performence when it handles gpu well enough at stock speeds. Ive checked and it has like 0% bottleneck

Then I don't understand your original post. I thought you were complaining about your FPS not increasing when you lowered the display quality.
