Same fps on low and max settings

So I have noticed that on some games like just cause 3, arma 3 and Beamng drive, I get the same FPS on the lowest and highest settings. Yes, there is a slight difference but only by about 2-3fps. I have also noticed that I get the same fps on all of these games. For example, my average fps on Just Cause 3 (Ultra) would be around 45fps, and on Arma 3 it would be around the same. Here are my specs in case you need to know:
i7 4790k
gtx 9604gb
gtx 9604gb
240gb ssd
1TB SSHD
Those are the important bits. Maybe it could be bottle necked? I'm not sure...any help would be appreciated.

I'm not surprised with your results when it comes to ARMA, that game has horrible performance no matter the system. It's based more on the size and performance of the server you are on. As far as the other games I don't know, you shouldn't be running into a bottle neck with your CPU, it's possible that SLI drivers are not up to snuff for your cards and the games you are playing.

I would recommend running something like MSI afterburner / rivatuner to display CPU/GPU usage, core clock, temps on screen while your playing to check and see if everything is running fine.
