[SOLVED] Same FPS with different settings

i7 6700k oc to 4.5ghz
700 w 80+ gold psus
2080ti
32gb 2133 ddr 4 ram oc to 2900
Z170 pro carbon gaming mainboard
2 1tb ssd's
1 1tb hdd

Hey guys, so this is happening on my rig lately for no reason.
The same thing happens after cmos reset and windows reinstall and gpu change.

Games like Red Dead Redemption 2, GTA 5, Apex Legends, Batman Arkham Knight do not stutter at all. Only some games like Battlefield 1, Modern Warfare 2019 and Final Fantasy 15 are all stuttering.

I think my CPU is faulty but so far there are no signs of this. The usage is normal and SOME other games are running normally.

SOME games are stuttering and SOME are not how it this possible? If my CPU was broken, wouldn't all games stutter and don't change fps with setting and resolution changes?

I really need any hint or help here :(
I dont have another CPU to test this. I also thought it could be my ram, iIwill test this when my new ram arrives and hope that it wasnt a waste of money.

Any hint is greatly appreciated!

2080Ti + 1080p monitor wasn't the best combination here...

1)Did you reinstall the motherboard's drivers(chipset, LAN, SATA, etc) after reinstalling Windows?

2)Did you use Display Driver Uninstaller to completely remove the old graphics driver(s) and then install the latest non-beta driver without Geforce Experience?

3)Download and run Gpu-Z: https://www.techpowerup.com/gpuz/
Click on the Sensors tab, and run your games for a like 5-10mins with it in the background. Then pull up the Gpu-Z window, take a screenshot(the little camera icon), and post it here.
The 'PerfCap Reason', or Performance Cap Reason is what we primarily want to see; if it picks up on any anomalies with the gpu.

4)Another test is with HWINFO. When you open it, select 'Sensors Only'.
Now, with it in the background, run your games again for another 5-10mins. Then pull up the window, and find the '+12' - it'll have a power, or lightning bolt icon next to it.
Take note of the Minimum and Maximum values and post them here.


IF your hardware and drivers end up checking out fine, then there's really nothing wrong other than the combination of gpu and monitor.
That gpu is so powerful on 1080p that it forces users to cap it's performance due to the artificial cpu limitations - letting it run willy-nilly can choke even a 9900K in games at that resolution.
Darn shame, considering what people pay for it.

it was my cpu, i changed it out with one of my friend and everything worked normal. now i ahve reseated my cpu for the 2nd time and it seems to be gone. lets hope it stays that way, otherwise a new 9700k will have to replace
