same gpu but different company?

why do they have new gpus or old ones that are made by multiple companies with the same specs? for example the radeon r9. whats would be the difference between the radeon r9 and the msi radeon r9? same gpu but different manufacturer and also different design is what i noticed

Yes, many of the cards carry a pre-OC over and above the stock GPU setting, different PCB, different voltage components, etc
