[SOLVED] Same old story, PC booting but no display - gone through list

Building a PC, upon pressing the power button the computer boots but absolutely nothing seems to be sent to the monitor.
Both cpu and system fans spin.
I've put the speaker in but I never get any noises from it whatsoever.

Interestingly enough even though it doesn't seem to be giving any signal if I pull the HDMI cable out the monitory will display "NO SIGNAL".

This may be irrelevant but I can power on the PC with the button but cannot power it off by holding it. It may be nothing because it's my first time working with cheaper parts.

I'm going through all things on the pinned list and going to start again from scratch but I'd appreciate any point in the right direction.

I thought it may need a BIOS update initially but the website says my CPU is supported?
I could have also potentially installed the front panel plugs incorrectly.

Thank you in advance and sorry for posting before I've completed going through the list fully but I need to get this done for my younger sister before Christmas.
 
I took it to a computer store and they said they updated my BIOS as well as tested my CPU and said that it was faulty. So I took it to the store from which I bought it, they tested it and showed me on the test build that it was fine. Now I am really confused? It feels like it has to be something really simple
Maybe with the motherboard because I am getting no beeps whatsoever from the speaker no matter what
 
According to the CPU support list....it should work....(if the BIOS was updated to recent F30 or later, as mentioned)

As to which store might be correct/incorrect as to what's faulty....flip a coin...

It will take another known-good mainboard (with BIOS known recent) and /or at least one known good compatible AM4 CPU (several older architecture CPUs were removed from support list in F40 BIOS to support RYzen 3000, but, your CPU appears to be unaffected) to determine which was/is the issue....
