Question Samsung 860 not being detected from a cold boot; soft restart accesses the drive and allows Windows to boot.

Basically title, the PC has components:

AMD Ryzen 5 3600 3.6 GHz 6-Core Processor
B450 Carbon Gaming Pro AC Motherboard
Corsair Vengeance RGB Pro 32GB (2x16) DDR4-3200 CL16 RAM
Gigabyte GeForce GTX1660 SUPER 6 OC GPU
EVGA B5 650W 80+ Bronze Fully Modular ATX PSU
Samsung 860 EVO 500 GB 2.5" SSD
Seagate Barracuda Compute 2 TB 3.5" 7200RPM HDD

I have tried updating the BIOS, checking the wiring to SSD and MOBO, and changing the MOBO setting to UEFI only instead of Legacy + UEFI. I think the issue may be that the SSD is being parsed before it has had a chance to power up, which would explain why the soft restart fixes the issue. I cannot figure out how to stop that from happening in the BIOS of the Carbon AC Gaming Pro MOBO. Any help on the issue would be much appreciated.
