Solution
If you want to eliminate the MOST probable causes of this, then my recommendations would be to:

1. Use a third party backup solution like Acronis true image (Or another backup program of your choice such as Macrium reflect) and manually create backup images at whatever intervals you feel is appropriate to your use case, and then, disable System restore in the Windows system settings as well as deleting the existing restore points. Widows system restore RARELY works properly anyhow so it's not much of a loss, plus you'll eliminate the constant restore image writing which will help to stop the continual writing to disk which it absolutely does. I don't know that that is THE main cause of YOUR 19.9TBW, which seems awfully extreme, but...

I don't know that that is THE main cause of YOUR 19.9TBW, which seems awfully extreme, but it's certainly ONE way to help eliminate it. Besides which, the third party backup programs like Acronis true image and Macrium reflect, among others, are far superior in my opinion anyhow.

2. If you have more than one drive attached to the system, then go into the advanced system settings and MOVE the Virtual memory paging file from the Samsung 970 which I can assume is the C: drive, and point it to the secondary drive. If you do not have a secondary drive attached, then uncheck the "Automatically manage pagin file size for all drives" option on the virtual memory tab, check the radio box next to "Custom size" and set the minimum and maximum to about half of what your installed physical memory (RAM) is so that it is not continuously writing to the paging file. Normally this isn't much of a problem if you are running Windows 10 as it manages virtual memory much better than previous versions of Windows, but occasionally I still see issues with it on some systems. Besides which, if you have more than 8GB of RAM installed there is little need for virtual memory beyond just enough for the system to write a dump file in the event of an error or blue screen.

3. If you already HAVE a third party backup solution installed, then change it's settings to STOP continuously writing to it's backup image automatically and set it to ONLY do ONE TIME single image backups, and then manually update the backup periodically at intervals that seem appropriate to you.

4. If you have ANY other third party applications installed that might be contributors to this problem, list them here so we can investigate the probability that they are contributors to the problem.

please tell me now what to do and one more thing i have 2 internal and 1 external hard drive
  1. samsung 970 evo pplus nvme 250gb --- os
  2. wd 1tb hdd ---data
  3. external 500 gb hdd --- backup
please help me out thank you

Norton probably wouldn't be guilty of "writing" a bunch of data, but it IS certainly a resource hog. Personally, I recommend uninstalling ALL Norton applications and simply using Windows Defender, which does just as good of a job as any of the top antivirus and malware programs out there without being a terrible resource hog using up valuable CPU cycles and memory.

Then, I'd run full system scans using Windows defender to make sure there are no infections.

If you are not using the Apowersoft screen recording utility that you know of, I'd uninstall the Apowersoft online launcher application as it's known to be problematic too. There are other, better ways to do screen recording.

I would set the virtual memory setting for the 2. wd 1tb hdd ---data (Internal drive) so that it has a minimum of 4096 and a maximum of 4096 OR simply set THAT drive to "system managed size" so that you have at least some virtual memory. Virtual memory does not work well when only set for external drives.

Another thing you may want to do is open the task monitor and take a look at the actively running processes to see if anything stands out or looks unusual.

Personally, I think you should clean install and go from there. Then, install only ONE application or utility at a time until you find out what is causing the problem. Pretty simple really.
