Samsung laptop does not start also does not accept any operating system installation

My samsung laptop is not starting properly, and it does not support any operating system installation. Just it halt the full installation process after giving "setup is staring" message.

Hard drive failure is one possibility, another is one or more faulty RAM modules. Both are very common.
You can test both with diagnostic software that loads from a bootable CD, even if Windows isn't installed, it doesn't matter.
