Ok, My guess is one of three things.
First, your motherboard has 2 x m.2 connectors but only one of them (m2_1, the top one) supports PCIe SSDs like the 960 Evo. So, is it in the top m.2 slot?
Second, your motherboard has 2 x PCIe x16 slots (and 4 PCIe x1 slots). Is there anything in the 2nd PCIe x16 slot? IF so, that will disable the m2_1 slot and keep your 960 EVO from working. You'll need to remove whatever is in PCIe4 which is the 2nd x16 slot on the board.
What's odd to me is that its showing in device manager but you don't show an NVMe storage controller. If the OS is interfacing correctly with BIOS and seeing the drive, you should be able to install that samsung NVMe driver and you'll see a "Samsung NVMe Controller" under your Storage Controllers. IF you've confirmed the first two bullets above, make sure you've got all Windows updates installed to be sure its got all drivers for your hardware.
