I you have tried to format the drive, I assume that you don't really need the data that is stored on it.
Is the drive properly recognized by Disk Management? If so, you can check whether it has a drive letter assigned, healthy partitions, etc.
In case the drive has no letter assigned, you can assign one. In case there is something wrong with the partitions, you can just delete them and create new one.
If the drive is not recognized by Disk Management though:
You can try changing the USB cable as well as the port you are connecting it to.
Try the drive on a different computer.
If nothing helps, you can just contact the manufacturer's Support and eventually RMA the drive.
