1. Buy a USB wireless adapter ($15-$30) and use that instead of your internal radio. It doesn't use f9.
2. Look on Youtube for a video showing you how to change your keyboard and just swap in a new one. check ebay for keyboard.
3. Look at keyboard remap and see if you can set another key to act as F9
4. Find the name of the program F9 launches and launch it from the command line.
Option 2 is the best one. With a good screwdriver and an iSesamo (search on amazon for it) it's not that bad. I've done it (but not on a samsung netbook).
Update: odds are microsoft's network troubleshooter will enable wireless as part of its repair process. give that a try.
