Samsung SATA drive not detected on boot, but is detected if hot swapped

I have a 3 year old SATA Samsung 1 TB drive. This is a secondary storage drive and works perfectly in my existing PC.
I have taken this drive and placed it as a secondary drive in a new PC.
If I attempt to boot with the drive's power cable connected I will hear it click 4-5 times and it will not show in the bios.
If I let the machine power into windows and then plug in the drive it shows in windows and is perfectly accessible, all data is there.
If I then reboot (not power off) the machine the bios also detects it.
If the PC ever loses power the drive will again not be detected on boot and I have to unplug/replug it back in to get it detected

Tried switching out sata power cable and data cable, and even trying a different sata power connection as it is a modular psu.

Any ideas?
Mobo is new msi gaming 5 with latest bios update.
PSU is brand new EVGA 850w G2.

This sounds pretty strange. The PSU should be more than capable to power it up along with all the other components during the startup. I'd recommend that you backup any important data which you might have on that drive, just to be on the safe side. After that go ahead and download the HDD manufacturer's diagnostics tool (or a 3rd party one if the manufacturer doesn't offer such a tool) and test the drive with it, to see if any errors pop-up. If everything seems fine, I'd recommend that you try it with another computer, to see if the same thing happens. You could also try resetting your BIOS, to see if that changes anything. Another options is to check any power management settings you may have in the BIOS.

1. We'll assume that your boot drive is connected to the motherboard's SATA1 connector and your Samsung drive is connected to another SATA connector. Naturally all your drives are connected to PSU's SATA power connectors.

2. Have you checked the MSI BIOS setting upon bootup to determine that the boot priority order reflects a first boot to the boot drive and not the Samsung?
