Samsung stuck in BIOS

samsung np700z7c, replaced motherboard and now will only go to bios automatically and will not allow me to change the boot order.

I've disabled fastboot, tried switching off secureboot and putting on uefi and csm. It has press f4 recovery but it doesn't do anything, and it just goes to bios.

I put it in CSM only, it skips bios and boots to windows 10 loading. Which doesn't go anywhere, just sits and spins. Now F2 won't work on boot and I can't get back in to BIOS. I know the keyboard works because I was able to use it to change BIOS settings.
