Samsung Syncmaster 403B gray band across bottom of screen

Hello,
Have an issue with a Syncmaster 403B monitor. Grayish band across the lower part of screen covering about 1/3 of the screen. Already replaced a number of aluminum electrolytic caps because of sreen flicker. Could this be also an electrolytic that I didn't replace?

Capacitor replacement normally needed for power supply failure.

This sounds like a fault in the screen OR a simple resolution/refresh rate issue. I'd start by altering Windows Display settings and if no joy move on to the screen's OSD.
