Samsung TV flickering with movement

My TV monitor flickers with movement, and I think I've finally found the problem to be the sharpness or gamma, using this website: http://www.lagom.nl/lcd-test/sharpness.php

When I scroll through the page, the first image (the circle in the rectangle of patterns) flickers a lot. When I stop scrolling, the image is completely normal. I don't know if this is a sharpness issue, but it is most apparent in the "sharpness" section. Also, using my TV's sharpness feature, I can not get the image to turn one shade of gray, from 0-100 some variant of the pattern is always there.

Any suggestions?

Im not sure about the gray colour but the flickering could be due to the display Hz being set too low. Unlike monitors, PC's sometimes wont detect optimum Hz for a tv and often remains on something like 23/24/29Hz until it's changed. Check monitor Hz set highest possible and also every time you update video drivers, check again.

According to Nvidia Control Panel, the monitor is set to 60Hz.
