sandisk extreme 16GB wont boot windows 7 setup

So I have sandisk extreme 16GB and darn thing wont boot win7 setup (it just skips to windows 8) on toshiba satellite l50-b-1nx. it is recognized in boot menu but it fails to boot. i tried almost anything. Does someone had same problem with it and succeed?

Might be that Windows neds to be reinstalled on it, something might be corrupted and therefore not recognised as a os installer

I meant that i wanted to create bootable windows 7 USB installation drive

It boots on other devices
