Saphire AMD Radeon r9 270 PSU

I recently plan to upgrade to a Saphire Radeon R9 270. But I'm on an tight budget and so want the most budget PSU that can get me by.
Here are the rest of the system specs
i3 540 dual core at 3.06 Ghz
2*2Gb ram sticks
2 external fans

Please suggest me a PSu from either amazon.in or Flipkart or Snapdeal as I'm from India and all other sites like Newsegg are inaccessible for me.
Budget Preferably less than 4k.

What is the difference between the two would you please explain? Can the antrec one handle OC on the R9 270? Also will my CPU bottle neck my GPU? I plan to game at single monitor 1366*768 so probably overclock won't be needed right?
 


Can I expect 30+ fps in modern games like Witcher 3 and GTA V?

Also do tell me if the Antech one is a really bad option...Like is there any probability of it bursting into flames or something of that sort? I once had a local make PSU burn itself out and ever since have been terribly paranoid.
Also probably worth mentioning is that the ambient here remains close to 35C, will that affect the steady output on the +12V rails?

Yes 30fps should be dooable in those games.

The Antec won't blow up or anything and it will probably be fine. Will it last as long as the Seasonic? No. Will it protect the system as well as the Seasonic in a surge? No.

It is not a bad option, but with those high temps, I would REALLY get the best unit you can. The Seasonic is what I would buy.
