So my question is: is it worth the $20 more for the 590?

This one's a bit of a toss up, IMO.
-The RX 590 you're looking at is 12% more than the RX 580.
-The RX 590 is about 5% faster than the RX 580. It's officially a refresh of the 580 after all.
