And another thing if your PC specs are good than you with be able to squeeze a few little fps more. What are your system specs? And another thing never never buy that card you posted in the link. It is only 1 Gb and that is totally not enough for Watch Dogs and other games. The least should you looking for is a 2 GB memory, that's the least and not below that. Also 1 Gb will not be enough for photoshop and things like that.
With that card you can play battlefield 4, watch dogs( maybe) and COD: ghost, all of those games on most lowest settings. For example 1024x768 and in case of watch dogs 800x600 or 640x480. And other games include battlefield 3 (mid-settings) and COD all games and Assassins creed (range from mid to low settings) and there are many more games. Just PM me before you buy a game and ask if you can play it or not. There will be very long list of games if i wrote them down. And i like Hitman 47: Absolution must try it. Cheers .
Look Watch Dogs is a very demanding game and not a one to be messed with. A totally new engine was created to provide utmost realistic graphics and that engine will eat that card for breakfast, same goes for Batman Arkham Knight a new Unreal Engine 4 will be used instead of Unreal Engine 3 which also prove a little too much for R7 240. Same thing goes for Call of Duty: Ghost and Battlefield 4. Take my advice buy R7 250 it a just a little bit expensive but will give much more playable frame rate but don't expect much. I am going to buy that card too because it a budget card and that is all i could afford right. But R7 250 and R7 240 will give a better framerate than other card at their level because they got Mantle Technology which will give a increase in fps from 5 to 10 as compared to other graphic cards but only in mantle supported games. Until now only 2 i have seen 1 is going to be the watch dogs and the other is Thief 2014. As compared to Nvidia GT 640 which is of same budget card the R7 250 is better than this card not that much but enough to choose over. Hope this explain a things a little to you. Cheers If anything else fire it away.
