Sapphire HD 7950 1st fan not spinning

The first fan only spins when i'm gaming but when in idle only the second fan works, When i turn up the fan speed to around 70% - 75% both fans work normal...

is this normal or not?, I'v had 0 problems with gaming, I can game hours on hours without problems.

Yes, this is a power saving feature. If the card doesn't need the extra cooling from the second fan, it will keep it off. When needed, it will turn it on. Nothing to worry about.

I'm afraid not, so i may have assumed this is a feature. As the fan does spin under stress, it's clearly not dead, hence the assumption. Maybe it's not getting enough voltage to start spinning when not stressed. If it's not clean, it may be more difficult for it spin freely? Anywho, i'm not sure what i said is true, sorry.

Both fan spins when gaming but when i'm just just doing normal things like Youtube,Facebook but when gaming both fan spin and when i put GPU fan speed to 70% - 75% both gpu spins without problems, Max temp is 76% on full load.
