Sapphire HD 7950 OC not running as well as expected

i got this card for around $350-$400 and it can't even play source games maxed out (CSGO/GMOD)

I have an AMD FX-8150 and 8 gb of G-Skill Ram

the main reason I ask is because I want to know if I will be able to run GTA 5 well and I looked at the recommended specs and It said for AMD card a Radeon HD 6970 which is apparently not as good as my 7950 but with the performance I get with this card now it seems like I definitely wouldn't be able to run a game like GTA 5

I'd blame the CPU, the 61xx and 81xx series had some issues and even the FX-8350 bottlenecks a 7950, try OCing it as much as you can and see how much performance increase you get.
