[SOLVED] Sapphire Nitro+ RX 580 8GB Fan not spinning

The card has 2 fans, one of them is working flawlessly while the other one is not moving at all. I checked Radeon Software and Sapphire TRIXX for fan health and they both say that both fans work as intended, which is not the case. It is not turning on regardless of the load which is pushed on the gpu. Could it be dead?

Both fans in RX 4xx are connected in paralel. If one does not work, it most likely is gone.
