I bought a new RX 480 8GB from Sapphire (Nitro+) and I'm having problems with coil whine. I can hear it easily running heaven or other games with 100+ fps.
I don't know much about PSU coil whine and you may want to start a new thread about it. I believe it happens only with lower end PSU's under high load but XFX does make good quality units and 650W should be plenty for your build. This thread might help but IMO you may want to get another opinion.
Coil whine is normal and may or may not go away over time. One way to reduce it is to enable vsync in your games and that way it will cap the FPS at your monitors refresh rate (60hz/60 FPS).
No, you could RMA or return it for another that may not have coil whine or will be lessened.

After some more tests, i discovered that almost all the coil whine noise comes from the PSU. Is that normal or there is some kind of problem with it?
The GPU is making some coil noise, but with the case closed is barely noticeable. Unlike the PSU that I can hear even with the case closed (because of the back of the PSU).
