Question Sapphire pulse 5600xt no signal

Hello everyone having an issue with my gpu I have not built a computer since AMDs phenom 4! So theres so much new stuff going on and I'm going to feel stupid if this is somthing simple.
Problem sapphire pulse 5600xt no video on hdmi

This is a new build
Ryzen 7 2700
Asrock steel legend b450m
32gb trident rgb ram
Thermaltake smart series power supply RGB 700w.

Back to the gpu I have rma 2 of these same problem no display wont post. But I can put in my very old ASUS GeForce GT 440 and computer will post and go to bios.

hdmi is plugged into gpu by the way. Am I just unlucky with this card or somthing I'm missing?
