- weird noise, its not buzzing its from the fans like resonance? Not sure how to explain, anyone have clue if this is normal?

- temp in rise of tomb raider, gpu is undervolted -100mv i am afraid to think which junction temp would hit with 1200(default)mv.

1200mV isn't default its just the maximum allowed to the gpu when you dont undervolt, hence it rarely and very momentarily hits that number.

I have the same GPU and it hits high junction temps stock as well I have it undervolted to 1075mV and now it doesn't go above 90C in pretty much any game and that is fine for junction. I'm not sure if its a defect but a lot of pulse cards are hitting high junction temps.

Keep in mind that 100C and below junction temps are fine and wont kill your GPU. If you have a bad airflow case, that might be the main cause of this.

I would repaste the GPU, if nothing else works but if at -100mV it stays under 100C Junction then I would live with it because a lot of people on reddit have been talking about their pulse cards having similar temps and I've even seen people repaste theirs and see little to no improvement.
