I just recently purchased a Sapphire Pulse RX 580 8GB card.
I installed the card.
Connected the 8-pin adapater to power.
The computer posts properly.
Drivers were installed using DDU to remove the old software. Then, card settings were set to default using the Radeon Software.
The Radeon Software was set up to the default GAMING settings when asked Gaming/e-sports/Custom.
I believe the card itself is being underpowered, but, I do not know how to adjust the voltage safely to fix the issue.
