which is more powerful to play latest games in medium to high settings.

My PC Specifications :
intel i3-4150 3.40Ghz
4 GB DDR3 Ram
Motherboard : GA-H61M-S1
Power supply : 450 Watt
My resolution : 1366 x 768

currently i'm playing watch dogs on my PC with intel HD 2500 i get almost 15-20Fps with Intel HD 2500.
i have seen many videos that GTX 650 can play high settings in 1080P.
and R7 250 in high settings in 720P.
I am playing Games like : Battlefield 3 & 4 , NFS Rivals , Sleeping Dogs , Max Payne 3 , GTA IV + EFLC , FarCry 3 & 4 , Assassin's Creed Black Flag & Unity.
and in the month of March i will order GTA V. can i play this game medium-High settings.
Unity not sure i think in low-medium settings with 20Fps. i have seen video of Unity with GT 640 high settings.

and suggest any Zotac card only because sapphire service center is not there in our place.
My budget is 100$-130$

The GTX 650 beats the R7 250 in most games. It will do a better job with FSAA, anisotropic filtering and handling higher resolutions. It is overall a bit faster than the R7 250. You can also find the 2GB model of the GTX 650 for a little extra cost, which will help a lot running games on higher settings.

honestly neither card will do that well at modern games at medium to high settings. the r9 270 or 270x is a good budget one if you can get like 30-40 more dollars. 1GB vram is not that much anymore http://pcpartpicker.com/part/msi-video-card-r9270xgaming2g this will get decent framerates and maybe even 60fps at a combo of medium and other settings. This should even give you 60fps at 720p on you computer maybe even at high or higher settings depending on the game and you anti-aliasing settings.
 


I know that R9 270x is morepowerful. which will be more powerful in that both graphic card
 
I am putting up a similar build like that. Among your options I recommend the GTX 650(has a higher core clock than the R7's Boost clock), given that your PSU has a 6 pin power connector. Please mention the model of your PSU.

But I advise you to get a GTX 750Ti, if you can it would be far better than both of the cards you mentioned.
Now, about the those games, I am not really sure about you playing GTA V with those specs. AC: Unity/FC4 will run at the lowest settings. I suppose everything else will work okay.
 


Clock speeds don't determine graphics power, if you are comparing AMD to Nvidia. Technology is different in which makes the measurements a little bit different.

GTA V can be played medium-high settings as per Game Debate. If Watch dogs runs in medium-high settings.
Then sure GTA V will run with smooth Fps.
 


In review many of them wrote 6 Pin connector is not needed. GTX 650 SKU : ZT-61012-10M
 
Unfortunately to play newer titles it is recommended to have at least a quad core CPU, 8 GB DDR3 memory, and 2 GB of Vram at least (3 GB recommended for ultra settings)

EDIT: The GTX 650 beats the R7 250. So you will get higher FPS on the GTX 650, and the game can also be optimized better for Nividia. AMD wins in Battlefield, and other games that support mantle.
 


i have no doubt of my CPU or Ram.
i am confused between two cards.
which one you suggest from both cards.
 


If you can wait a bit more and save up to buy a 750Ti then do so, but if you want to buy right now, then the GTX 650.
