Sapphire R9 270 Power Requirements help

I need a help from the pro's to know that can i put a sapphire r9 270 to my pc

specs are

Intel i5 4590
8 GB Ram
runs with a single hard disk and some fans

the PSU is a Seasonic 400W
Model - SS-400BT Active PFC T3

and it has two +12V rails
+12v1 = 17A
+12v2 = 17A and altogether it's 360W on both +12 rails

and if i can't put an r9 270 wht's the best card which i can get
