Sapphire R9 280X on 450W psu?

I want to add a new gpu to my build.

A8-6600K
Gigabyte GA-F2A88XM-HD3
Kingston 8gb (2x4gb) oc to 1866mhz
1x500gb HDD
2 case fans
Corsair VS 450 (34A on 12V) with 2x6+2 power connector

The gpu is Sapphire R9-280X Toxic 3gb 384-bit ddr5. Should I buy it? The price is similar to GTX 950.

A Radeon R9-280X needs at least 30 amps on the 12v+ rail and a 550w power supply with 1 - 6+2 and 1 - 6 pin PCIE power connection.

The VS450 IS NOT SUFFICIENT TO POWER a 280X.

What if all are in stock clocks, or maybe underclock both cpu and gpu until I change my psu?

NOPE , not sufficient.

VS450 is also very low quality.

As Blackbird says, you cannot run that card on even the highest quality 450W power supply, let alone a low quality VS450. Invest in a decent 550W+ power supply like the XFX 550W or the Seasonic M12II 620W.
