Sapphire R9 290 Tri - Underperforming

So I received my Sapphire R9 290 Tri X today and hooked it up to my computer but it doesn't seem to be producing the kind of results I was expecting from reading all the reviews.

I understand that the review websites use different setups but I was just wondering if my system had a bottleneck or I am missing something. The game in which it is most noticeable is Metro Last Light where at the start of the game I am only getting 15FPS :-/

My computer details are as follows:

> Mainboard : Gigabyte H87M-HD3

> Chipset : Intel Haswell

> Processor: i5-4670K: Intel P6 @ 3400 MHz (max : 3800)

> Physical Memory : 8192 MB (2 x 4096 DDR3-SDRAM 1333Mhz )

> Video Card : Sapphire AMD Radeon R9 290 Tri X Series

> Hard Disk : OCZ-AGIL OCZ-AGILITY3 SCSI Disk Device (120GB)

> Hard Disk : SAMSUNG HD103SJ SCSI Disk Device (1000GB)

> Monitor Type : Philips Philips 230C - 23 inches

> Operating System : Windows 7 Home Premium Home Edition Media Center 6.01.7601 Service Pack 1 (64-bit)

> DirectX : Version 11.00


Any advice would be greatly appreciated.

NOTE: On playing around with it further it appears that with Metro: Last Light the first level seems to have very low FPS but after that the next level jumps up to 60+ FPS.
 
It looks like you are still on the integrated intel graphics. go into the catalyst control center and choose the 290 as your primary graphics adapter

also make sure your monitor is plugged into the gpu, not the motherboard

ALSO go to the amd site and download and install the lastest non-beta drivers
 
worst case senario which i read about earlier is that sapphire has sent you a refurbished card instead of a brand new one, in which case call them immediately if the other steps do not solve your problem and tell them you have been shipped a defective card
 


My previous GPU was a Sapphire HD7850 and I completely reformatted the hard drive as I purchased a new motherboard and CPU.
