Sapphire r9 290 TRI-X middle fan not working

Hello, I have a problem with my middle fan not working.Basically the fan starts spinning when I boot for 1-2 sec and then it stops.Also when I set the speed fan to 80% it starts spinning again but it doesn't when it is below that level. I have been informed that this has to do with the PWN controller and I have observed that the middle fan has an additional green cable which the two other fans haven't got. I have watched a video on youtube about adding a circuit which converts the PWN signal to voltage but I don't know how to make it. Can anyone give me some clue ? Thank you

There is a tiny 2-position switch on the top back edge of the card. Close to where the extra power cables plug in. In one position the fans behave according to the heat of the card. In the other position the fans will turn on full time. Change the switch from the current position and let me know if all three fans run at full speed.

You really can't mess with fan mode on a GPU - PWM or voltage. If you determine the middle fan is bad consider replacing it. Or take an air can and blow into the fan to run it up to a high speed. That may clear the problem.
