Sapphire R9 380 Nitro Usage goes from 1 to 100% every second

Hello everyone, I've recently bought a Sapphire R9 380 Nitro 4GB and I've been experiencing some weird GPU usage percentages.
They keep going from 1% to 100% and back to 1% every few seconds. Looking at the MSI Afterburner graph I can see it going spiking up and down all the time and that makes games very unstable and, frankly, annoying to play. I've checked it with games like Blade and Soul, X-Com 2 and even Darkest Dungeon, and it does the same in all 3. I've been wondering what might be the cause and since I can't find a definitive solution I'm asking you guys, hoping you can help me out. My temps are around 50 C° for the GPU and 55 for the CPU, all cores never get to 100% usage during the tests I've done.

My spec is:
Mobo: Asrock P8P67 Pro 3
CPU: Intel I5-2500k 3.40 Ghz
Ram: Corsair Vengeance (2x4 GB DDR 1600 Mhz)
PSU: Cooler Master 550w (can't remember the exact name)
CPU Cooler: Cooler Master Seidon 120V Ver. 2
OS: Windows 10 64 Bit.

It can't be the CPU bottlenecking, right? Since it never gets to 100% usage. Even tho one of the cores is being used more than the others (70% while the others are at 50% but I think this happens because the OS is using it)
 
Ok, so, I made some tests and I found out a couple of things:
First off, my GPU usage goes from 1% to 100% and back to 1% every second, it never stays at a fixed percentage and keep spiking to 100 and dropping to 1 all the time, no matter what I'm doing in game. The Temps are always well below the 60 degrees C and the CPU usage never goes above 60%, which makes me think the CPU isn't the bottleneck, or else it would be at 100% usage.
I checked my mobo's bios and found out that my mobo doesn't support windows 10, which I'm currently using, and the BIOS I've installed right now it's the one that came with the mobo back in 2011.

Do you guys think the problem is the PSU, not giving enough power or maybe the mobo being too old, and maybe rollbacking to Windows 7 and updating the bios might help?
